Please accept this Notice to Potential Bidders for the USC Village from Hathaway Dinwiddie. This project is the structural portion for package 2 consisting of three 5 story cast-in-place concrete buildings. USC Village is Continuity of Work Agreement as described below.

Local Hiring Requirements
This project will comply with established Local Hiring Provisions
This would require all Trade Contractors to meet the following targeted hiring:
• 30% of all total project work hours to be by Local Residences
Local Residences are defined as individuals whose primary place of residence is within the City of Los Angeles and is within the a determined project impact area, typically bounded by a 5 mile radius of the Project Area in which the Covered Project is located
• 10% of all total project work hours to be by Disadvantaged Workers

Disadvantaged Workers are defined as an individual whose primary place of residence is within the City and who, prior to commencing work on a Covered Project, either (a) has a household income of less than 50% of the AMI (Area Median Income) or (b) faces at least the following barriers to employment: being homeless; being a custodial single parent; receiving public assistance; lacking a GED or high school diploma; having a criminal record or other involvement with the criminal justice system; or suffering from chronic unemployment
• 20% of total work hours to be performed by apprentices with 20% of apprentice hours to come from Local Residences.
Continuity of Work Agreement Requirements
This project will comply with the project Continuity of Work Agreement dated September 16, 2014.
This would require all Trade Contractors to meet the following requirements
• Sign Letter of Assent to agree to comply with the terms and conditions of the Continuity of Work Agreement.
• If not already a union Trade Contractor, become party to the current applicable Master Labor Agreement(s) with the Union(s) representing the employees of the Trade Contractor.
Small/Minority/Women/Disabled Veteran S/M/W/DVBE) Participation

USC has established that goals for contracts and subcontracts awarded during construction of the USC Village be awarded as follows:
Small Businesses (SBE) 25%
Minority Businesses (MBE) 20%
Women Businesses (WBE) 5%
Disabled Veteran Businesses (DVBE) 3%
These percentages shall be based upon the aggregate sum of all contracts to be awarded.
All S/M/W/DVBE subcontractors and suppliers desiring to be counted towards the established goals MUST have verifiable certification from at least one of the following agencies:
• State of California
• City of Los Angeles
• WBEC – West
• Southern California Minority Business Development Council

Subcontractor Prequalification
All subcontractors must be prequalified prior to bidding this project. Subcontractors must meet the project requirements for Union Labor, Bonding, Safety Record, Insurance, Experience, Resources and Financials. Hathaway Dinwiddie’s prequalification form can be found at the following link:
